Well Romney left office just nine months after the law was enacted so it's fallen to his replacement, Democrat Deval Patrick, to make it happen. Read into that however you want.
But so far the result is that more people are covered. We went from 90% coverage to 98% but the costs of health care not only haven't gone down they have continued to rise along with the rest of the nation.
Now they did just enact a healthcare "cost containment" bill but as far as I can tell the only things it really does is put a greater burden on the taxpayer and has caused a "brain drain" of the better doctors leaving the state. It's still kind of early to tell what the long term effects will be of that though.
