Sounds like bragging to me. Every procedural I've ever read requires that flooding doesn't start until the board (the "Christmas Tree" to us Yanks) is all green; that is, the vents aren't opened until all hatches and engine intake vents are closed. Do it the way he says and you risk diving a lot faster and farther than anticipated...
