I'd go for the Type II first.
That said, to do what you ask would require assembling a new development team, having them learn what the original team did, desiging the boat's exterior and interior, scripting all the crew movements writing a complete new campaign just to cover the main fields of operation. That would probably take two years, and then they'd want you to pay another $50. I think a look at the huge petition for the SDK in the SH3 section should show you exactly what the chances are of this happening.
I think you're wasting your time.
