I work at a federal government facility, and every morning, I drive through a checkpoint staffed by armed security personnel. Any government agency with security and law enforcement personnel is going to require that they be trained to carry their weapons.

(Or maybe it's not to keep people from getting in, it's to keep the aliens in the basement from getting out.)
