You will hear different opinions but, I think these 2 are must haves, SHIII Commander and JSGME. After them, it depends on what you want, realism or eye candy or a mixture of both. There are a lot of very talented modders out there who have created a large selection of great mods. What I would suggest is to pick some and try them out, if you don't like a mod, take it out and try something else. My list of mods is quite long and changes to it are made almost daily. There are a few major mods which I use all the time, Improved Convoys, HT 1.47, Marhk's Ocean Madness v2. Hope this helps.
