To be honest if your not going to have torpeedo boats and bombers fire torpeedos why bother having them in the game at all!

While they are mostly harmless themselves their main strength seems to be reporting your posistion to bombers and other ASW ships.
Also if luck is against you they can sometimes damage important equipment and kill crew members. I lost my highly decorated watch officer to one before
