Hard to answer! Everybody has their favourite, but they're all so cheap nowadays that I'd recommend you get 3, 4, and 5 and try for yourself.
All are pretty crap out of the box, all need modding, and all have fantastic mods, there is something out there for you - you may just need a little patience to find it, but it will be worth it.
Nothing for console.
