I was in the same situation. ATI Radeon 9800, with default drivers (not sure if it was from 2003 or not).
Of course, I thought it was a good time to change. So I installed Cat5.13 drivers, and my FPS was cut down in half. I tried using the Cat Comtrol Center to tone down a few settings, but I could not regain quality and efficiency. Increasing one would decrease the other, so I finally gave up on the Cat5.13.
So then I tried the Omega drivers. They are supposedly better than normal ATI drivers anyways.... But for me, it was the same story. The Omega drivers did not work very well, even with graphics toned down. I tried many times, but couldn't get anything better than my default drivers.
So I went back to the original drivers and a constant 110 FPS. I'm very happy with the crap drivers.
P.S. - splashes, particles, glare, and all the other goodies work fine on my system. I think the Radeon 9800 was born for flight-simming, but it works well with subsims too.
