It's all about the HAARP array. The government uses it to do things to the Earth's ionosphere, like to make lenticular clouds for hiding their stolen UFO technology, so if it's that powerful they can most certainly use HAARP to put shadows on the moon. And by shadows I mean long, thin shadows that will make us all think that there are flags up there. And stuff. Gubmint's up to no good I tells yer!
They should have just used Photoshop. Much easier, less expensive, doesn't use nearly as much power, and they can like paint realistic flames on the Moon.
