if you just reloaded it then how come you had to disable all the mods???
uninstall the game then delete all remaining files from the game from your system, then reinstall the game and you should be back to normal.
sometimes its ubi that is corrupting your game with corrupted save files so its a good idea to clean out anything that was sitting around on ubi servers all this time, they are almost certainly corrupted.
