Another thing could be editing your save game files. In my save games in the file Careers.cfg there is a RadarUpg=-1 text. I don't have radar, but I think I might have one, if I changed that number. I have not tried this so if you start tinkering with the file BE SURE TO MAKE A BACKUP FILE FIRST. Otherwise you might find your save game does not work anymore and the career is over.

If you decide to try it change the last RadarUpg number to -1.
