Use
NewUIs with TDC. Before enabling it, you should read carefully the instructions on how to configure it to SH3 style.
Alternatively, you might be interested in one of these other fine UI mods:
Ui-Boat or
CSP Magui Interface 
P.S. For easy torpedo solutions you don't need any of these mods. Just enable automatic targeting in game options. Once you lock on target (spacebar) a menu will pop up, asking you if you want to switch the TDC on/off. Switch it off for automatic solution
