You can't change H2O2 limit in the game play settings. First, you have to download silent 3ditor if you don't have it.

Install it, then run it, choose to open a file and navigate to the location where you've installed your game.
The file which you need to edit is: NSS_Uboat18.sim and it is located in the: Data\Submarine\NSS_Uboat18
Once you've opened the file in the 3ditor, go to unit_Submarine --> Ranges --> HydroPeroxidPropulsion --> miles = edit the value (put like 99000 or something). Close silent 3ditor (click yes to all). First you might want to back-up your NSS_Uboat18.sim file just in case.
Oh and it's better to edit files while you're in a port.
