Sorry for the lame joke attempt in a serious topic, sometimes a cynical laughter is all we have.
Since CFC's are no longer common, my uneducated guess would be that she is huffing some kind of substitute - something like Propane, which gives people a buzz for a few minutes.
As huffing seriously destroys brain cells among adults, it is a even more serious prob for the baby - increased chances of brain damage are definitely there.
Since you don't seem to have the best relationship with you Frau's daughter, it doesn't look like you can do anything on that part, like talking her into convincing her friend to look for professional help. What the girl does to what's left of her brain is her problem, but given the level of addiction that she does damage to her unborn, it would be the best if she gets into rehab at least till the child is born. As you are one of the people who knows about it, this certainly puts you into some kind of morale pressure now - I do not want to switch with you atm.
