If you've got realistic dud rates on, that might be the cause too. Davao is a great place to raid as well, I usually get tonnage there. I've sent 2 Takaos and 3 or 4 tankers to the bottom there. Often times, you don't even need to get into the slips because they park the large-tonnage ships in the bay.
