Comparatively speaking, perhaps. The image of Stalin is a little overplayed in the West as compared to his worldwide influence. He was far more internally-oriented than the West might like to assume.
The Cold War is a little beyond Stalin I think, especially in terms of its spread and development beyond Europe - where it would get hot, and so forth. And arguing whose fault the whole thing was would be a bit more difficult than, say, whose fault the Holocaust had been. I'd say Stalin isn't significantly more to blame than, say, FDR/Truman or Churchill, although he's clearly not the nicer of the bunch :hmm:
