"Worse" is a highly relative and subjective term, not only are they both ranked very high in the worst men to ever walk on earth list, but they struggled hard to be worse than each other, if I try to count points I'd probably choose Stalin, but I will not vote for either because they were nemesis afterall, even though they shared so much in common, I prefer not to select one under this question.
If by worse you mean who killed more people, then Stalin wins and even more if I include his puppets and what has been done under his direct or even indirect influence, nazis weren't nearly as successfull as stalinists in the end, but like the man himself said, One death is a tragedy; a million is a statistic, and not only is it difficult to calculate the proper death toll number but the deaths in these massive statistics become nothing but a number, how, why, when and who are abstracted for the most part, you can't hurt or kill a number.
