It all depends on which flotilla you're in, as well as the year. Only the 2nd flotilla has type IX boats in 1940. It sounds like you're currently in either the 7th or 1st flotilla. Transfer to the 2nd and the IXB and VIIC will be available.
Even though a given u-boat type first becomes available during your career, not all flotillas were equipped with that type. For example, the type XXI is only available to the 11th flotilla in Bergen. The 29th flotilla in the Med only has VIIB and VIIC.
To increase your renown artificailly, open your career file; c:/MyDocuments/GWX (your directory may have a different name)/data/Cfg/Careers/your player name/Patrols_0.cfg and change the value on the 3rd line from the bottom [DeltaRenown] to however much you want. Use it to buy whatever you want as soon as it becomes available. I usually do this immediately after my first career patrol so I can get the crew I want (I don't use Commander).
