Since you do have NewUIs_TDS_6_9_0_ByTheDarkWraith activated in order to access the U-Jagd Chronometer you have only to press the clock icon and when the normal pocket watch appears right click it near it's edge and the U-Jagd Chronometer will appear.
If you haven't yet found it there is an excellent video tutorial by Stoianm on how to use it found
