1: No, it is more a sucessor of Sub Command, so you dont control entire task forces. DW is a simulator, FC was strategy
2: I'm not sure how you exactly mean it, but as i said in point 1 you do not control groups of ships, this applies for spanish and russian ones too
. You can hovewer play (or should i say simulate?) as a Chinese or Russian submarine.
3: Yes, the interface is similar so you should have no problems to adapt to it.
