This is a known bug of OHII v1.9.
Well, not exectly a bug: during the early stage of Monsun Gruppe campaign development, Trevally used Turning Point for testing the new base in Penang, but after finishing, he forgot to restore the original base.
This oversight will be corrected in v2 of the mod. Source:
