A long time ago I used to play LucasArts' Their Finest Hour: The Battle of Britain. They had a simple campaign set which allowed you to play either side, and if you did well enough you could control the outcome. I played the German campaign twice, and conquered Britain twice. After that it was boring.
The simple fact is that one u-boat could not have altered the outcome at all. A dozen extra u-boats would have made no difference. You can have a truly dynamic campaign that lets you win the war, or you can have a realistic one. Ubisoft chose the latter. I think in this case they made the right decision.
