One way to reduce air-attacks (if you're running SH3's v1.4 stock aircraft settings), is to limit their ranges.
I found this Subsim post below a while back. It works very well with v1.4.

I have changed the 1.4 planes back to 1.3 level ("MaxRadius" in the cfg files). Some had more than twice the range of 1.3. Download the file below and unpack it to sh3\data\air.

I gave the new Wellington the range of the B24 and the P38 has now the same original range as the FW200.
