I started with a Gato in March 42, playing on my mod (which only has to do with weapons) over TMO 2.5, and after 5 highly successful patrols, I was offered a new boat. I was given a Balao in September 42, based at Midway.
The Balao cfg says it doesn't exist until 1/1/43, and Pearl Harbor and Midway get in 3/1/43 and 3/20/43, respectively. I think Ducimus may be on to something with the game only seeing that there are missions available at that flotilla for every class of boat, and doesn't check boat availability dates at that time. Kind of a head-scratcher, huh?
I think I'll try editing the flotillas.cfg and removing the missions from boats until their availability dates, and see what happens then. Could be key to the whole Tambor thing.

I did try what I posted here, and it doesn't work. My conclusion is the Terrible T is probably not possible unless all files for all other classes of subs were completely removed from the game. My reason for this thinking is due to my attempts to rewrite the flotillas.cfg file and eliminate the availability of certain subs.
Same results as before, I get upgraded from Gato to Balao 6 months before the sub exists in its own cfg file, and no missions exist in any flotilla for that sub class. I deleted all entries from the flotillas.cfg file from the time periods outside of when the subs should be available in that flotilla, and it still didn't work. I think there's some kind of hard-coded error in the upgrade system.
