No, not exactly.
Basically if I'm not wrong games distributed by Steam nead that Steam be running in the background for you to be able to play.
So if you buy Dangerous Waters through Steam, every time you want to play you should have Steam running as well.
It works this way for most games, though.
Now since Dangerous Waters doesn't use cd-keys or other types of copy-protection I'm not sure if Steam will be necessary to play DW.
Maybe in this case it will be used only as a distribution channel.
