Isn't it just as likely that, over time, Jerusalem grew in economic importance and the faithful moved there as well? The temple of Jupiter was in ruins and reconsecrated to the new faith in town.
Philadelphia, Pa used to be the national capitol of the US. No great upheaval was required to move it to the swamps outside Arlington, VA.
These things can just happen.
