The deck gun thing seems to be a date issue something is not supposed to be available at this date.
You might try loading up the auto save entering port and not taking the new boat or if that is not an option do not request a deck gun position different than the one you had before.
If that doesn't work take your boat out for a short patrol, two weeks or so (lots of high TC) and try again. There are still some bugs in the game.
