Can't help you with the dials, but for AOB:
Select the protractor tool on the map screen.
With the protractor tool, draw a line from the bow(nose) of the target ship to the centre of the target ship, then to the bow of your sub. This will show you the target's AOB - but bear in mind that it'll give you the AOB at the moment you make the measurement, and so you'll have to manually add a degree or two to compensate for the time between the measurement and inputting the information in the TDC.
Inaccurate target speed will also give you results like the screenshot even if the AOB is right, so just in case - easy way to determine target speed is use the map and place a mark with the pencil tool on the ship & start the stopwatch. After 3 minutes & 15 seconds, make another mark at the ship's new position. The distance between these two points, divided by 10, is the ship speed.
And, since I'm on a roll here, again just in case - remember, for SH5, accurate Statimeter ranging is achieved by aligning the mirror image of the target's waterline to the targets' highest mast.
