It's plotted from the instant you take your hands of the periscope, or stop fiddling with the TDC dials.
But yeah,like Bosje said, the closed torpedo doors create a delay on the torpedo launch.
p.s. Also, when your boat stops turning, if it still did. Since the torpedo path is completely relative to your course.
