You see, the problem is with the decision makers at the top, not the general bureaucracy; the lower- to mid-level personnel have to takes test and be verified as being qualified and competent to at least minimally perform their duties. The decision makers at the top, who are either elected or appointed with no such vetting process, just have to be popular...
