I think that he should be denied any wheel chairs false feet/legs or crutches seeing as he cut his own leg off why should the government pay?

Unless of course it is proven that he is a mental case.
If he is a mentally sound man then he should be forced to wear a sign that says:

Ich schneide meinen eigenen Fuß, weil ich faul bin.
