Patrol sectors are pretty much shotgunned by the AI. Traffic almost
never goes through a designated patrol area. If you cannot find a convoy or lone merchant, the only alternative is a deep-water harbor raid. Melekeok is always a fun target.
It
might have a lone destroyer poking about and there is usually a decent amount of merchants docked for easy pickings.
