What they are saying is do not give out a Quran to anyone not listed as a Muslim on their dog tags.It is a measure being taken in country to prevent another incident that will directly cost the lives of more troops. It is not protecting crazy Muslims it is to keep young troops not using their heads from doing something foolish that might result in the deaths of other troops. It is wise for our military to avoid incidents that begin from within make people go nuts and cause our own troops to get killed. What the memo should say is next time when you take a Quran from POWs using them to send hidden notes on the margins shred them in a classified document shredder!
The goal here is protect our troops.
I can tell that most of you guys where not in the military because you cant read memos fully attention to detail.

I don't think anyone of the folks who posted here has problems with reading comprehension. The memo is written in pretty basic English, not too bureaucratic; it's easy to get its intention.
Some used the rhetoric weapon of irony or exaggeration to make a point, with soopaman who probably exaggerated the most: that the Taliban are already in the Bronze Age

...
Though I must admit that I thought that the general literature distribution rack would be something like a field substitute for a library, hence "general", I didn't know that there are only religious texts there.
We have libraries in Germany that are managed by the church which also have non-religious literature, though I doubt you'll find the Satanic Bible there.
So, as I said in a previous post: the intention behind it is pretty clear, well good intentions mean nothing. It's a disgrace to the troops over there, not to trust them to do their tour in a professional way. Why are some crackpots raging over one particular incident? Because it's a man-bites-dog situation. If there were hundreds of Quran "desecrations" they would not point to one specific case.
Also the point still stands that this is an appeasement to the crazy Muslims - as the non-crazies don't go apecrap over this. It is useless to appease to the hardcore fraction, they hate you anyway, no matter what you do. If you would bomb them with candy they would still rage:"Look, what those dogs want to do to our teeth!"
Another thing which non of you could disprove is the non-equal treatment of the different religions and their worshippers.
Finally: what is really protecting our troops is not to send them there in the first place.
Cheers from a proud draft dodger
