Decrypt it???
I thought it was written in yubbatalk which is easy to decypher even with his ongoing edits.
You take the first part and look at the first letter of the first word. using the secret penguin book of reptilian code you see that always represents the set of letters N.O.N.
Then you look for a reference to basements, worms or government and for each one present or implied you add the set of letters S.E. up to a minimum/maximum of tutu/two/too/to times
When you put it together you get N.O.N.S.E.S.E. which can be confusing at first glance until you come back tomorrow and edit in a missing N. to complete the picture.
