You absolutely need JSGME to install just about every mod here. This is the direct link to the download site:

Having just returned to playing the game again after a long absence, I know it can be a pain to find our favorite tools/mods/utilities. That link works (I used it just a few days ago) and will install the latest version of JSGME. Follow the instructions to install it, then check the TMO documentation to install that mod.
As for irish's comment, I don't think it was meant in a malicious way. True, he could've said "friend" instead of girlfriend, but I think he meant well - your download file might have been corrupted, try downloading it again from another PC. That's who I read it, at least
