Get rid of that old version asap as it will likely cause all manner of problems! You may also want to try FX_Update:

Install after IRAI but before New UIs with TDC 6_9_0, like so, on the end of your current mod list:
IRAI
FX Update
New UIs with TDC
BRF is included with FX Update so if you do install it, don't add BRF afterwards as you won't need it.
You only need ONE Dynamic Environment Basemod. The way your list is currently, you'll only see the effect of the 'Realistic Version' as it's overwriting the other two. Remove the extra two and just keep the one you want to use. This is a general rule of modding - the last mod on the list, where multiple mods make changes to the same file, is the one that will be used by the game when you play.
And one final tip - DE Sleet For Winter Campaigns is an 'always on' kinda mod, so only add it to the list during winter months or you'll get sleet all year round
Re your question, mods are enabled if they are in the right hand JSGME window, the left hand one is the available non-enabled mods.
