Congresswoman's name was Gabrielle Giffords (namesake of USS Gabrielle Giffords LCS-10 no, not a joke unfortunately). If I remember correctly she was also lucky because bullet didn't shatter inside skull nor did it take significantly foreign objects inside brain. Important was ofcourse fast and efficient first aid.
