This is very likely Maillemaker: often mods come in multiple folders, and it's not always clear which one to install. Always go through the file structure of a mod before installing it to make sure you're not looking at a 'parent' folder containing four or five separate mods.
Easiest way to check: if it's a proper mod, the first folder inside should be called 'data'. If not, then the mod itself is deeper in the file!
