I also have 1.5, I know the German and American files are in different locations. The American is like I stated:
UPCData/UPCLocalization/Localization.tsr
The German is located in
UPCDataGe/UPCLocalization/Localization.tsr
As for 1.4, I don't know, but you are not using it so it shouldn't be a problem.
Are you using other MODs that may change this? TMO already has Notes in it.
You can try checking the
Data/UPCData/UPCUnitsData/Ammunition.upc and make sure that file has not been changed. It should be like this:

Make sure the Notes=MK14TorpNotes line is there,That is the link to the Localization.tsr file, then go to the
UPCData/UPCLocalization/Localization.tsr
and find the mk14, find the same line and make sure it matches:
