Bowcaster - the reason your time compression now maxes out at 256 are the settings sober directed you to alter, seen above. The values represent time compression in normal mode and 'travel mode' respectively (or is it the other way around? I forget, though it should be obvious from testing), separated by the comma in each case, and you'll note the last value, listed 'maximum' is at 256. You can alter these values to suit your preferences; the ones you have are the ones Sober uses which aren't necessarily suitable for anyone else.

'Travel mode' is, quite the contrary - used for travel, however it is only intended for travel in safe waters. Travel mode relaxes your spotting settings so you can make your way past multiple (friendly) contacts quickly & easily and should be used within 100km of port or so, no further. Beyond that it reduces enemy spotting times so much it becomes dangerous.

Re your original problem, can only suggest a reinstall of game & mods; there's no reason why your watch crew should be failing to spot ships. Regarding ones where you visually can't see the hull at 5000 yards, move closer. SH5 simulates the variance in wave & ship heights, not always correctly, but there's nothing you can do about it.

Another thing to bear in mind is that when starting a new campaign, you should save in bunker on load & then reload that save before proceeding, otherwise the sea layers don't load correctly. Sounds like this or a bad mod install are responsible for your problem - I can't see how checking or altering your upgrades (no offence sober) is going to make any difference whatsoever.

EDIT: And yes, like Admiral says, make sure you're patched to 1.20 before modding.
