There's no way to manually control the raise/lower (at least that I'm aware of). It also annoy me. It´s a possible mess with ids. This was so common on SH stock games structure (well at least since SH3). This perhaps can explain this erratic behaviour even after TheBeast have lowered it.
Another idea could be completely delete it or make it really minor using a 3d editor.
