It doesn't look like it will be composed of cast offs for long. The majority of new ships being built are going to go to the Black Sea and Pacific fleets. The article on the front page mentions that all 6 636.3s are under construction (so they're not just plans, it's actually happening). It's also noteworthy that they are building Kilos instead of Ladas, as well as Krivak IVs (Talwars) instead of the new Gorshkov FFGs. So instead of a pie-in-the-sky plan for modernization, they are actually going with proven designs that they know they can build quickly, and in numbers that will dramatically change the balance of power in the region.

Perhaps the US could learn something from this.
