I haven't played stock SHIV in ages, but lets see:

1. I have never seen an office assistance for firing solutions (like the one in SHIII); so your options are either full automatic or manual targeting.

2. Go to gameplay settings, and you will see the "easy", "normal", "hard". etc options at the top, and the specifics in the bottom; just simply click on the options,and they will highlight what has been changed.. You can also have your own custom selection by clicking on the specifics

3. Yes, at least in all the mods I have played so far, but as I said before, I don't remember the last time I played stock. It is very similar to SHIII. Just remember that speed and battery usage affects consumption rates. In some mods, "Ahead standard" is the most economical

4. Crew management was vastly improved in SHIV. The option to improve performance is called "General Quarters"; just call it and the entire crew (the 3 shifts) will be to battle stations
