I thought SH3 was just about the prettiest things I ever saw (and it still holds up quite well, particularly if you mod it), but it doesn't hold a candle to even the stock version of SH5 when it comes to looks!
Now, as to the Navigator, I have the same issue. He reports clear skies when I'm standing on the bridge staring at the nicest, densest cloud cover I ever did see. My mod loadout is similar to yours, so I'm not sure what's causing it either.
All I really need to know is whether the planes (verdammte Flieger!) go by the Navigator's pretend weather or the one I'm actually looking at. If they go by his version of things, then I've dodged more than a few bullets while cruising around under clear skies with not a care in the world.
