If you think it's crap now you should have seen it back when it was released. It was a nightmare. Anyway, Ubisoft have added a few patches now, fixing a few things, so make sure these are applied as automatic updates before you start using any mods.
Then install JSGME - if you are not familiar with it then this a little utility that simplifies installing and activating mods.
I suggest you start by taking a look at The Dark Wraith's NewUIs_TDC_6_9_0 mod. That gives you all the old SH3 / Sh4 controls back, such as the Helm, and more. It will give you a idea as to the quality of some of the mods that are available, and how much difference they can make.
