Unfortunately, YES
If you want some more freedom to move around (But still not the whole world filled with enemy ships) get my Aces Campaign V2 at
www.silenthunter.dk or also the Arctic Campaign generator (Fills the Arctic with ships, but the rest of the world still has no traffic)
I'm afrad that's all we can do with SH2
