I tend to agree with Hylander_1314. That's what I do when I'm close to His Imperial Majesty's house. I'll sit in the mouths of major ports waiting for the inevitable booty. I'll even raid some of the deepwater ports if I'm in the vicinity.
The Japanese didn't really employ a convoy system until later in the war, but if you're not playing RSRDC, you won't have to worry about that.
