Take those reports with the same grain of salt as any other reports in WitP:AE. FOW is everywhere and in outrageous amounts. Hits on targets and downed aircraft are overclaimed just as heavily as in real life, and we know how accurate the task force sighting reports are...
In an Aleutian campaign I was extremly careful in believing reports on subs hit("Critical flooding", "Oil slick appears on the surface", etc), but even then I "overclaimed" heavily. I thought I'd sunk about ten subs in total, while the real number was two.
