Imagine as you wish, but in game the crew will survive and operate up to 99%.

I don't think there is a mod to change the scale from 0-100% to a realistic 0-20%. So I guess you might just have to live with it as it is, even if it irks you (unless you have the urge to get modding yourself).

I just subjected my crew to 3 days just sitting at 20m in the North Sea! Gauge showed 89/100.
They only bleated "Oxygen down to 25%" on the morning of the third day. Seeing as oxygen makes up 20% of atmosperic air, I dunno what they are complaining about!! They were all scampering about as normal too.

I think you will just have to suck it up, and live with it (despite its nonsensical nature).
