That one I haven't seen before. Sounds like he did have a contact, otherwise the "on heading" part makes no sense.
However, I have on ocasions experienced that my navigator fails to (verbally) report depth under keel (no report added to the log either). And in a few instances I went on the bridge, seing smoke on the horizon, but the watch crew never reported a contact.
From what I understand, this is caused by a load error (on game start).
I'm thinking maybe this is what you have come across here?
As far as I can tell, your MOD setup is fine. I would install the IRAI before the New UI, but I don't think this is related to your issue.
Edit: Just checked, you did it right, the New UIs should be installed first. my bad
